Communities across Northeast North Dakota are working together to address workforce challenges and support long-term economic growth through a proposed Regional Workforce Impact Program (RWIP) implementation plan focused on manufacturing and unmanned aircraft systems (UAS) industries. The initiative is based on findings from a 2025 sector workforce study that identified critical workforce needs and opportunities throughout the region.
The proposed plan includes five key projects designed to strengthen workforce attraction, retention, education, and housing opportunities while supporting employers and communities across Region 4.
One major component focuses on expanding external marketing efforts to attract prospective employees to Northeast North Dakota. A coordinated campaign between Real. Good. ND and Grand Forks is Cooler will target individuals living in regions identified as having workforce characteristics that align with local manufacturing and UAS employment needs.
Additional efforts will expand the Real. Good. talent attraction initiative by creating pathways for employment candidates, supporting entrepreneurs, engaging transitioning military personnel, and highlighting quality-of-life opportunities available throughout the region. Plans also include the development of a podcast and enhanced outreach efforts designed to attract new residents and workforce talent.
The proposal also emphasizes workforce development through career and technical education. Planned activities include advanced manufacturing, artificial intelligence, robotics, and UAS summer camps for middle school students, expanded career pathway mapping efforts, employer training opportunities, and the creation of a Career Connect website that centralizes workforce resources for immigrants, international students, and refugees.
Housing development remains another critical component of the strategy. The proposal would support a housing development project manager responsible for coordinating ongoing SPARK Build housing projects and additional housing initiatives in communities including Cavalier, Crystal, Fordville, Grafton, Hoople, Lakota, Larimore, McVille, Michigan, Minto, Park River, Pembina, and others. These efforts are expected to result in at least 16 new single-family homes and create housing opportunities for approximately 96 individuals through demonstrated community growth impacts.
The initiative reflects a strong regional partnership involving economic development organizations, educational institutions, workforce partners, local governments, and private-sector stakeholders. Together, these organizations are leveraging local investments to secure state funding and implement projects that support workforce growth, economic development, and community vitality throughout Northeast North Dakota.
