NDARC offers several programs to foster collaboration, share resources, and strengthen regional development efforts across North Dakota. These services are delivered by the experienced staff of NDARC’s regional councils including:

Regional Councils serve as trusted partners, helping communities leverage resources, plan for the future, and strengthen regional collaboration. Each service is negotiated individually with the cooperating regional council to ensure a customized, community-focused approach.

Community Development

Through planning assistance, technical expertise, and access to funding programs, regional councils help communities implement projects that foster sustainable growth and long-term vitality.

Services Include:

  • Housing development programs

  • Downtown revitalization

  • Public facility improvements

  • Community Development Block Grants (CDBG)

Lending Programs

Regional Councils administer lending programs designed to provide gap financing that supports projects and businesses when traditional financing alone is insufficient. These programs are intended to complement, not replace, existing financing options.

Services Include:

  • Business startup support

  • Revolving loan funds

  • Partnership with local lenders

  • Business expansion and retention support

Grant Writing and Funding Assistance

Regional councils help communities identify and secure state and federal funding opportunities for projects. ​

  • Federal and state grant identification

  • Grant writing and appliation assistance

  • Grant management including: administration, reporting, compliance, and coordination with funding agencies

Economic and Business Development

Regional councils support local economies by helping communities attract investment, support businesses, and create opportunities for sustainable growth. Through planning, technical assistance, and partnerships with public and private stakeholders, regional councils work to help communities build resilient economies.

  • Small business and entrepreneur support

  • Assitance connecting businesses with state and federal programs

Regional and Community Planning, Technical Assistance and Facilitation

Through facilitation, technical expertise, and collaborative planning processes, regional councils help communities identify priorities, develop strategies, and implement projects that strengthen regional partnerships and community resilience.

  • Strategic planning for communities and organizations
